At a previous company I worked for we had a plant that had this talcum powder like dust in it... that and rubber dust.... We had these rooms for operators inside the plant with mitsi ductless units and we had to put filters on those condensers. Those units were mounted on top of the rooms.... and were sitting in drain pans.... but it was such a pain to wash them in the plant that we put filters to keep from having to wash them all the time. Had a lot of package units in the building as well... sitting on top of operator or rooms with equipment inside that had to be kept cool because of the talcum powder like substance..

It helped.... we kept guys in there every single day..... just cleaning coils...... by the time they got done cleaning them all... it was time to start again... lol

Evaps in the production section had to have filters changed every week... coils cleaned at least once a month.

I've seen a few roofs whose AC's would benefit from that filtration. Like down wind of a laundromat!

I'm not sure what kind of dirt you have, but according to your photo, the fan picks it up and it may fall back near there, therefore dirt is sucked again and It gets possibly sticked inside the coil if you clean it with an ordinary/cheap cleaner or soap
Only use water or the right cleaner
 
To solve some part or eventually the complete problem:

1) They install the condenser some feet from the floor
2) They make ducts to guide the air


To solve 100% of the problem:

1) We have used electrostatic filters for more than 5 years succesfully, solving 100% of the issue in spite of we have to wash such filters in zones where the rains can´t reach them.
 
There are system sin factories that take a 90' roll of that material. As the material gets dirty a static pressure sensor reacts and pulls the filter off the new roll and wraps it around a 'used" roll until the pressure drops. it saves having to manually monitor the filters and have them changed all the time. A roll will last 3-6 months. That's what they need for these units.

It looks to me like the filters are dirty so if the filters weren't there the coils would be getting dirty. Change filters or clean coils, you got to do something to deal with the dirt.
