Before draining the loop to try and see if this conversion will work, I thought I would ask. Has anyone changed out an old Siebe to belimo with this kit. I think the clamp is designed to go around the packing nut but want to be sure. Sorry about sideway pics.

They got the money's worth with 1994 build date! It's goes the packing thread.
The scale was usually 6vdc-9vdc on the yellow/blue wiring on the old strut actuator.

As eluded to earlier, you need to adjust the controller's voltage span for the new actuator. Is this old B-C valve still being controlled by a MZ II?

Distech now and I did but actuator is 30 years old and needs to be replaced before I get a call on July 4th when it’s a 100 degrees out and I’m 2 sheets to the wind.

I've done close one hundred of these belimo retrofits, but have basically stopped unless its a chilled water valve on a VAV AHU where precise control isn't all that important and the chiller shuts down in the winter. They are usually the same price as a new valve/actuator assembly. The call backs on old valves leaking through or out of the stem have made it not worth it.
 
I have used that retrofit kit many time as well. Don't recall any issues. Adjust the controller output and should work fine. That old valve looks like a potential return trip. You did say something about draining the loop. So maybe your changing the whole thing?
