In AC mode, what is the value of starting the blower several seconds after the compressor comes on and waiting 45 seconds after the compressor goes off?

It will give you instant cold air and the residual cold on satisfying from the coil. That's what I think

Yes, you do.

I know the older infinitys would automatically turn everything off and wait 10 mins so the coil would drain off the water.

the outdoor fan start 10 seconds before the compressor
and shut off 10 seconds after compressor shutting

this for minumum the rush current when starting the unit
in your case I THINK ITS FOR INCREASING THE EFFICIENCY

Never encountered a blower that didn't turn on simultaneously but the delayed shut off is just to let the coil absorbe a little more heat since its cold
