What does it mean if a trane clean effects lights aren't coming on?

It has no power and or is not functioning.

As ksefan said it may not be getting any power or the power pack may have died. These are not owner serviceable parts so you need a trained tech to diagnose it as it has a very high discharge voltage.

hvac people told me that it wasn't showing any lights lit up on it. That was just looking at it without diagnosing it etc

Are you sure the “Power” button has been pressed?

Once you press the power button, the first LED (bottom of the V) should be ON, and it will start flashing after the first 10-12 minutes of indoor fan operation.

In the lower right corner of the unit near where the power plug cord enters the air cleaner, there is a small AMBER LED light.

This light will either be steady or flashing depending on the how the unit is wired (24v or communicating).

If this light is OFF, the air filter is not connected.

Not sure as the unit always worked, but upon getting a new hvac system they told me that there was no lights showing up on the clean effects. They were supposed to install it in the new trane hvac system, but didn't do that as they said it had no lights showing. They did state that it was wired on the old system.

Trane Clean Effects are garbage, change my mind. You’re much better off with a 4-6” deep media filter than that piece of garbage.

There is a fuse internal to the unit on the circuit board. Should this fuse be bad, no lights will be illuminated.

Now this fuse could have blown because of a short in the system, and replacing the fuse, will most likely cause it to blow again.

As previously stated by "jtrammel", a basic media filter is a better option with less maintenance.
