Should a transformer be buzzing?

A few weeks ago I started a thread about my transformer buzzing loudly. My apartment complex told me there is nothing they will do for me because it technically is not broken and they will only replace broken parts. It used to be buzzing so loudly that I could hear it in every part of my apartment. They were able to bring down the buzzing sound a lot by dismounting it inside the furnace so that is just dangling from the wires. However, it is still too loud and can be heard from my bedroom at night.

Since they refuse to replace it, I went ahead and purchased one from Ebay that is the exact identical one that I currently have. They've already been in my apartment about 5 or 6 times to mess with it, and I'm pretty sure they have spent more time on labor than they would have if they just bought the $ transformer and replaced it originally.

Should the transformer be buzzing that loudly? Could it be that I have a bad one or lamination is poor, or is it just a cheap brand and cheap transformer? My only concern is that they may install this new one if I ask and it may be worse than the one I currently have (in terms of buzzing). They're already pretty annoyed with me calling about this issue so they might not even install it in the first place.

It could be the em field causing the sheetmetal near it to vibrate and generate a lot of noise. not unusual to have some noise from any transformer.
have had some that moved it to different location due to the metal near it just would not stop clattering. If you have a/c, worst case they could move it to outdoor unit. A few times adding foam/cork tape to the sheet metal, added damping to keep it from acting like a sounding board.
