Why would the inlet pressure be reduced ?
If that was the case every walk-in cooler / freezer with multiple evaporators on the same liquid line would have capacity issues.
 
Ehsx seems to be saying he doesn't think that's the case.

Personally, I believe that's what the crimp is - an orifice.

We don't know the I.D. of what appears to be a 3/16" line also they added a loop I'll assume to acquire a certain length.
That said, the line itself could be the metering device.

I've got the answer:
That bypass captube is to provide more capacity. Why not using higher capacity TXV: Lower capacity TXV provides more precise control. Those short capacity would be compensated with the bypass captube.
