For a 'get your fingers dirty' paper, see ASHRAE article "Optimizing Design & Control of Chiller Water Plant" (2012). It provides a procedure to develop a "near-optimum" plant. Looks like extensive modeling of the plant is required.

If you look in the 'web-o-sphere' you'll find optimization papers by Hartman (aka, "Hartman Loop") and some by the big controls companies. These are proprietary optimizing designs. Concepts are discussed, but few implementation details are given (commercial CPO products - $$$). Caution: patent infringement watch dogs on the prowl.
