Catchy title but true three times, on the verge of 4.

First time the breaker wasn't re tightened
Second was the wire connection/plastic housing on the top coil/element.
Third was the control board.
Everything was replaced new by a local company.
Last night I heard the unit try to turn on when it didn't need to. It was doing the click sound every 15/20 seconds until I turned the breaker off. It will work if the temp is lower than the room temp. It will turn off upon reaching the set temp but then the clicks start.
This morning I seen the wire housing on the top element had melted a little at some point. I also noticed that the elements are of a different rating. This is where I'm a little puzzled. Why are they different? Shouldn't they be of the same power rating? Top is 9.6KW bottom is 4.8KW.
I'm not exactly sure why this unit keeps doing this every couple of years.
Chime in on some ideas or if you need additional information.
Thanks
