I can confirm that the N2 protocol itself does not support any priority structure. Each N2 command sent by the supervisory controller gets exectured by the target N2 device sequentially. The supervisory controller needs to wait for either a response from the target device or a timeout before the next command can be sent. The last device (or person) to send a command is the one who wins.This is one of the things that I always advise our customers and partners about when they implement a new BACnet or OPC head end at the same time that they have the legacy supervisory controller in place. I also have seen some variability in the way the N2 devices process the Override command.

Any prioritization is of activities is implemented in the supervisory controller.
