Our central heating does not seem to be putting out that hot of a temperature. I measured all the vents with Thermoworks thermometer and the vent temperature was a consistent 78-79 degrees at each vent. The air temp at the thermostat was 68 and I set the heat for 71 degrees for the test.

Is this a normal heat temperature from the vents?

Well, it would help if you were to fill us in on what kind of system you have.
And what the differential temps were across the unit.

It is an electric heater. I don't know much more about it.

A little more background:
About 6 months ago I bought z-wave Honeywell Thermostat. I didn't realize that this was a professional install only thermostat. I was able to install with help from Honeywell. The air worked fine in the summer and the heat works fine in our downstairs, the upstairs is just not as hot as it should be I think.

All the vents in the upstairs are putting out around 78-79 degrees.


I have the system type set on the Honeywell thermostat to #1 (1 heat/1 cool conventional). Is this the type of system I have (can it be determined from the attachment)?

1 1 heat/1 cool conventional
2 1 heat/1 cool heat pump (no aux. heat)
3 Heat only (2-wire systems)
4 Heat only with fan
5 Hot water Series 20 system (power to open & close zone
valves/normally open zone valves)
6 Cool only
7 2 heat/1 cool heat pump (with aux. heat)
8 2 heat/2 cool multistage conventional
9 2 heat/1 cool multistage conventional
10 1 heat/2 cool multistage conventional
11 2 heat/2 cool heat pump (no aux. heat)
12 3 heat/2 cool heat pump (with aux. heat)

 
Probably time for a check up.

Picture of the data plate from the outdoor unit, too.

You may have a heat pump and if so then your stat is not set up correctly.

Do I have a 1 heat/1 cool heat pump (no aux. heat) or do I have a 2 heat/1 cool heat pump (with aux. heat) ? Trying to figure out if I have correct thermostat settings.

It looks like you do have aux heat, but to make sure it's properly configured, you probably ought to have a pro come out. Having two different heat sources would take some setup to make sure it uses the right heat source at the right time, for your particular climate.
