Combustion appliances need a specific amount of air to burn correctly. When there's not enough combustion air in the area it has to be brought in, sometimes using outside air . Using a window would not pass inspection here because it could be closed and place occupants in danger.

Just asking since my boiler was cleaned, the chimney swept, liner taken out I now have a good draft then before this work and was just curious if I needed the window open.

The previous company was a scam selling me on a liner not needed. I found a highly reputable chimney company that inspected the chimney cleaned it and stated there was no need for this liner to begin with since chimney is in great shape. It's never used anyway. The previous company was on BBB for selling uneeded items and shoddy work. They also recieved complaints for installing liners when it is unneccessary. Everything is working now perfectly.

... didn't need the liner? please explain.
