No….
Unless your going to close off all the box vents. If not, air will be pulled from the box vents and accomplish nothing.

Are your 100% positive you have enough free venting from your eaves?? If not, that fan will pull from any and every hole in the attic.

My guess is, your attic is not air sealed, so the fan has the potential to pull air though every ceiling fan box, bath exhaust, light fixture etc.

How thick is the insulation? 8-9” I’m not a fan of fiberglass but I would try and get the thickness up to about 18-20”.

Better yet is to air seal the attic, but that requires removing the insulation first, and that gets pretty expensive

What’s your humidity level?
Why such a cold temp?
I get it everyone is different but 69 is cold.
We keep ours at 75 and less than 50% humidity.
I bet if you got your humidity down you would be more comfortable at a higher temp.
8” of fiberglass is not nearly enough I think that is like r26. In my area new energy code is r38. Energy star recommends 56.
No insulation will not lower your attic temp, but it creates a thermal break between your second floor and attic.
Hire an engineer firm to run the numbers of what you will save each year on heating and cooling by adding more insulation to your attic. Insulation is the best bang for your buck ever. Ever. Pay for it once and save for the life of the house.
