I would also suggest that it be determined exactly "what" is "short-cycling" the compressor.

Many times techs will say "short-cycling" but not know which control the compressor is cutting out on. To me, it usually means the low pressure control, but it could be the high pressure control, the compressor overload, etc.
Yup. without pressure readings noboby can give any advice as to what is the issue.
