Had an entire new HVAC system recently installed and moved to new location in my home. They did a nice job and have a good reputation. I recently had a contractor buddy downstairs who noticed that they didn’t install an emergency shutoff switch at the top of the stairs as seems common practice.

Is it still standard to install these type of top-of-the-stairs emergency switches these days? I couldn’t find any reference to code here in upstate NY. Installer disconnected old switch when they moved system.

Trying to decide if it’s worth (a) calling installer back, or (b) paying electrician to run new wire.

If it is not code, no.

Either there is a switch on the indoor unit or if the electrical panel is in the same room as the indoor unit then the panel breaker can serve as the disconnect.
