I had a heat pump installed to replace by old split AC only system. The condenser was put on the existing concrete pad, which was in perfect shape and level. I'm not sure the installer did anything regarding drainage. The heat pump is sitting on 2 metal rails it came with but otherwise it's just an inch off the pad. Originally I only going to use this for AC or heat if my hot water BB boiler was down, buy after some reading I've decided to use the heat function, at least when of above 32, though it's a new inverter system the says it's good to negative 22. Question is, do I need to raise the compressor or install some kind of drain hose? The HP came with some kind of drain connector but it's still in the parts bag.
 
Download the install guide of the outdoor unit, it will usually tell you how high up the manufacturers want the unit raised, usually they go by the weather temperatures ( the colder your area they may want it raised higher as an example ) or total snow fall in your area.

Register each piece, ( if required ) as manufacturers warranty decreases if never registered. California or Quebec need not be registered to receive the manufacturers maximum warranty.

When you say "2 metal rails" it makes me wonder if it is a ductless unit.

Photos and model would help in providing information!!

You didn't mention where you lived. If you are in freezing conditions with winter snow then you definitely need the condenser unit raised up off of the pad.

You need to get in touch with the installer and find out why they didn't elevate the unit.
